Terms of Use

1. Who we are and what this document is
1.1. These Terms of Use are a public offer by TECH BUSINESS BROS LLC (TIN 308144416, registered address: 6G/24 Turkiston Street, Yangiobod MFY, Kokand, Fergana Region, Uzbekistan; "TopTicket", "we", "us") to any person ("User", "Buyer", "you") to use the TopTicket service and buy tickets through it on the terms below.
1.2. The TopTicket service (the "Service") is the "TopTicket: Chiptalar dokoni" mobile app for iOS and Android, the website https://topticket.uz and related services. Through the Service you can find an event, choose seats, pay and receive electronic tickets.
1.3. Acceptance. You accept these Terms in full and without reservations when you tick your agreement to the Terms of Use and the Privacy Policy on signing in, and when you pay for an order. If you do not agree, do not use the Service.
1.4. The TopTicket Privacy Policy is part of these Terms.
1.5. The ticket purchase terms (sections 3 and 5–11 of these Terms) are also published as a separate document, the Public Offer, which you accept by tapping "Pay". If the two differ in respect of a particular order, the Public Offer applies.
2. Definitions
- Organizer — the venue (a concert hall, palace or arena) or promoter that holds the event, sets prices and attendance rules and receives the payment for tickets.
- Event and session — the show, and a specific date and time at which it takes place.
- Ticket — an electronic document with a unique number and QR code giving one entry to a specific session, to the stated seat (or to a general-admission area).
- Order — one or more tickets for one session bought in one purchase.
- Hold — temporarily reserving the seats you chose until you pay.
- Service fee — a fee for the Service, if the organizer sets one; always shown separately before payment.
- Payment provider — Multicard (Rahmat), as well as Payme, Click, Uzum, Paynet and other systems through which the payment goes.
3. The roles of TopTicket and the organizer
3.1. TopTicket provides the Service for selling tickets and acts as the organizer's agent (information intermediary). The organizer holds the event. The contract to attend the event (the service) is between you and the organizer; the payment for tickets goes to the organizer.
3.2. The organizer is responsible for: holding the event, its content, performers, date, time and place; venue rules (security checks, banned items, dress code, photo and video); age limits; decisions to cancel or reschedule; refunds where the law and these Terms provide for them.
3.3. TopTicket is responsible for: the operation of the Service; showing the information received from the organizer correctly; holding seats, taking payment through the payment provider, issuing and delivering electronic tickets; the technical processing of refunds; buyer support.
3.4. Event information (description, programme, age rating, seating plan) comes from the organizer. We publish it in good faith but are not responsible for changes the organizer makes to it.
4. Account
4.1. You need an account to buy. You sign in with your phone number and a one-time code that we send by Telegram or SMS (valid for 3 minutes). Uzbek numbers (+998) are currently supported.
4.2. You must be at least 16 to have an account. Parents or legal guardians buy tickets for children.
4.3. You are responsible for keeping access to your phone and account safe. Never share sign-in codes with anyone, including "TopTicket staff" — we never ask for them.
4.4. We may block an account that breaches these Terms (for example, bots, fraud, bulk resale). Tickets already paid for are not cancelled without a lawful reason.
4.5. You can delete your account in the app (Profile → Delete account), confirmed with a one-time code, or by request to the email address in section 17. If you have valid tickets for upcoming events, the app lets you delete the account once those events are over or the tickets are refunded — otherwise you could not get in with them. See the Privacy Policy for details.
5. Choosing seats and holds
5.1. You choose a session, seats on the seating plan (or a number of tickets for a general-admission area) and a ticket type. The price of each seat is shown before you check out.
5.2. A hold lasts 10 minutes. During that time the seats are reserved for you. If payment is not completed within 10 minutes, the hold ends and the seats go back on sale. If the payment system has already started processing your payment, the hold may be extended, but to no more than 30 minutes from checkout.
5.3. One unpaid order. You can have only one unpaid order at a time. To start a new one, pay for or cancel the current one (the app will offer to do so).
5.4. Limits. No more than 10 tickets per order (the organizer may set a lower limit for a session). The organizer may set a per-buyer limit for the whole event (all sessions) — it is shown on the event page.
5.5. Bot protection. So that tickets go to people rather than scalpers, the Service may: ask you to pass an "I'm not a robot" check; limit the number of unpaid holds from one device or IP address; pause your ability to hold seats for 30 minutes if you repeatedly held seats without paying.
6. Prices, service fee, promo codes
6.1. Prices are in Uzbek sum (UZS) and include VAT where it applies.
6.2. The organizer may set a service fee. It is shown as a separate line before payment and is included in the order total.
6.3. One promo code can be applied per order. A promo code reduces the ticket price but not the service fee; the total cannot go below zero. The issuer of a promo code sets its conditions and number of uses.
6.4. The price is fixed when you hold the seats. If the price changes before payment, the Service will ask you to check out again.
7. Payment
7.1. Payment is made online through the payment provider Multicard (Rahmat): by bank card (Uzcard, Humo and other cards Multicard accepts) on Multicard's secure page, or through the Payme, Click, Uzum or Paynet apps. An organizer may also accept payment through Payme or Click directly.
7.2. You enter card details only on the payment system's page; TopTicket never receives or stores the full card number or CVV. You can save a card for future purchases; a card you paid with on the Multicard page is also saved. You can delete a saved card in the app at any time. Paying with a saved card may require confirmation with your bank's SMS code.
7.3. An order is paid when the payment provider confirms the payment. Your tickets then appear in the app's "Tickets" section and you get a notification.
7.4. Late payment. If a payment arrives after the hold has ended, the Service tries to reserve the same seats again. If they have been sold, no tickets are issued and the money is returned automatically by the same method.
7.5. The fiscal receipt is issued through the payment provider or the organizer as the law requires. The receipts for an order (for the purchase and for any refund) are available in the app on the order page, in the "Receipts" section.
8. Electronic tickets and entry
8.1. Tickets are available in the app (including offline); you can download them as a PDF or have the PDF sent to an email address you enter. A ticket shows the event, date, seat and holder's name.
8.2. One ticket — one entry. At the entrance, staff scan the QR code. The first scan wins: after the first successful entry the ticket is used, and nobody can enter again with the same ticket (or a copy or screenshot of it).
8.3. Do not show or send your QR code to anyone. If someone entered with a copy of your ticket before you, neither the organizer nor TopTicket is obliged to let you in or refund you. If you suspect the code has leaked, contact support right away — we will issue a new QR code and the old one will stop working.
8.4. A ticket is valid only for the stated session. Use the gates the venue indicates: a gate may admit only certain sectors. The venue may check proof of age and refuse entry for breaches of venue rules or the age limit; in that case the ticket price is not refunded unless the law provides otherwise.
8.5. Invitation (free) tickets are issued by the organizer; refund rules do not apply to them.
9. Ticket transfers
9.1. You can transfer a valid ticket to another person by their phone number (+998) in the app. The recipient must accept within 48 hours, and no later than 3 hours before the session starts; otherwise the transfer is cancelled and the ticket stays with you.
9.2. Once accepted, the ticket moves to the recipient's account and shows the recipient's name, and your QR code stops working. You can cancel a transfer until the recipient accepts it.
9.3. You cannot transfer a used ticket, a ticket with an open refund request, a ticket for a past or cancelled session, or a ticket to yourself. A limit of 20 transfers per day applies.
9.4. Refunds always go to the buyer — the person who paid for the order. The recipient of a transferred ticket cannot request a refund, and the buyer cannot request a refund for a ticket already transferred. If the event is cancelled, the buyer receives the money for a transferred ticket.
9.5. Reselling tickets for profit, including above face value, through the Service or outside it, is prohibited. The organizer may cancel tickets obtained in breach of this rule in the manner provided by law.
10. Refunds at your request
10.1. You can request a refund in the app (order page → "Refund tickets"), for the whole order or for individual tickets, stating the reason.
10.2. Deadline. Requests are accepted until 24 hours before the session starts, unless the organizer has set a different deadline for its events. After the deadline, and once the session has started, refunds at the buyer's request are not possible except where the law requires them.
10.3. What cannot be refunded: used tickets; tickets transferred to someone else or with a pending transfer; tickets already in a refund request.
10.4. Review. Depending on the organizer's settings, a request is approved automatically or reviewed by the organizer. You will be notified of the decision. Once approved, the tickets are cancelled and the seats go back on sale.
10.5. Amount. Everything you paid for the refunded tickets is returned — the price after any discount, plus the service fee.
10.6. Method and timing. Money goes back by the same method, to the same card or payment service. How fast it arrives depends on the bank and payment system, usually up to 10 banking days. If the payment method cannot refund part of an order, only the whole order can be refunded; the app tells you when this is the case.
11. Cancelled and rescheduled events
11.1. Cancellation. If the organizer cancels a session, all valid tickets are cancelled and the full price is refunded automatically — no request needed, by the same payment method. You will get a push notification and an SMS. Free invitations are simply cancelled.
11.2. Rescheduling. If a session moves to another date or time, your tickets remain valid for the new date. You will get a notification and an SMS. If the new date does not suit you, you can refund the tickets within the period the organizer announces (14 days from the change unless the organizer sets otherwise), and no later than the start of the session; such requests are approved at once.
11.3. A change of performer, programme or line-up is not a cancellation unless the organizer announces otherwise or consumer protection law provides otherwise.
12. Personal data
We process your data in accordance with the TopTicket Privacy Policy and the Law of the Republic of Uzbekistan "On Personal Data". By accepting these Terms you consent to the processing described in the Policy, including sharing data with the event organizer and the payment provider to fulfil your order.
13. Prohibited conduct
You must not: use bots, scripts or automated tools to hold or buy tickets; hold seats in bulk without intending to pay; resell tickets for profit; forge tickets or QR codes; use someone else's payment details; interfere with the Service, bypass its limits or scrape its data; use the Service in breach of the law.
14. Liability
14.1. TopTicket is not responsible for holding the event, its quality or content, the actions of the organizer or venue, or for you being unable to enter because someone else used your ticket (clause 8.3).
14.2. TopTicket is not responsible for failures caused by banks, payment systems, telecom, SMS and messaging operators, app stores, or force majeure. If a failure means money was taken but no tickets were issued, the money will be returned.
14.3. TopTicket's liability to a buyer for a given order is limited to the amount of that order, except where the law prohibits such a limit.
14.4. Nothing in these Terms limits your consumer rights under the law of the Republic of Uzbekistan.
15. Disputes and governing law
15.1. These Terms are governed by the law of the Republic of Uzbekistan.
15.2. First contact TopTicket support (the "Help" section of the app or davronbekov.otabek@gmail.com). We answer claims within 10 days of receiving them.
15.3. If a dispute is not settled, it is heard by a court in accordance with the law of the Republic of Uzbekistan; a consumer may go to the court that consumer protection law allows.
16. Changes to these Terms
We may change these Terms. A new version is published in the app and on the website with its effective date; for material changes the app will ask you to accept the new version at your next sign-in. Orders paid before a change are fulfilled on the terms in force at the time of payment.
